Why do you not include all hybrid open access journals as a part of the publishing fund?

Answer

The publishing fund is a pilot project and have a certain amount of funds. We do have criteria for hybrid open access inclusion because we want to make sure that we are working with publishers that have transparency in their open access practices and are committed to open access and open science. Publishers that are members of OASPA and follow their guidelines as well as providing publicly available article processing charges without submitting an article submission are a few ways this transparency can be seen and thus can be included as a part of the publishing fund.
